FERPA

The Twenty-First Century Communications and Video Accessibility Act (CVAA) became law in 2010. The original Communications Act of 1934 was limited in its scope due to vast achievements in technology in the decades since it was signed, and the terms needed to be updated. President Obama signed this amendment to the original Act to ensure that all telecommunications innovations would be accessible to those with disabilities.
